Can't lemon unless the same part fails three or more times or the car has been in the shop for more than a certain amount of days (I can't remember the specifics and can't be bothered to look it up right now). I don't think this (admittedly horrible) experience is enough for a lemon.
That said, it's definitely enough for your parents to give their BMW dealer an earful and escalate to BMWNA if necessary. I think they should let BMW try to fix the problem first and then push for a trade or rebuy if problems persists. Sometimes, shit just happens.
