I have the same set-up on both sides of the exhaust system on my 2014 Grand Cherokee SRT. They are spring-loaded instead of vacuum-actuated, but the basic function is the same. Those who've removed them or wired them open have noticed drone at the lower end of highway speeds. No difference in perceived power, and some say it sounds better.

I'll be trying this "wire up the valve" trick on our X6 when we get back down to Florida this fall. I've always hated how the truck sounds when accelerating, maybe this will fix that. I'd gladly lose 1 or 2 mpg for a better sounding exhaust, even if that is the case...
