From an objective standpoint on a street that's not busy, you can cross the double yellow line to pass the bikes, but from a subjective standpoint, bicyclists often don't give a damn about the laws and run red lights or ride like they own the road all the time, or an ignorant cop can still try to get
someone in trouble.
