It has been a while...but it has to be able to rotate though even without it inserting. Perhaps the collar is stuck and misaligned. If the tabs are misaligned from the connecter then it wont slide on. Try pushing the collar up and down or in and out on the connecter while rotating to see if it can wiggle free.
