Summer tires won't work in Pacific Northwest because the actual summer lasts 2 months. Winter (October - April) is typically 40F and wet. Too cold for summer tires. Yet winter tires make no sense either.
Ocasional trips to the mountains (snow there) are handled just fine by all-season tires. Especially in a AWD vehicle.
